How to install Deck Anchors in a concrete deck2. Trace around the Escutcheons with a pencil. 3. Using a rotary hammer (which you can rent from your local rental store) drill a circle of holes just inside the traced circle. 4. Chip out the remaining concrete inside the circle. 5. Place the Deck Anchors (sometimes called an Anchor Socket) inside the holes you chipped out, flush with the deck. 6. Pour anchoring cement (which you can get at your local hardware store) around the Deck Anchors. 7. Now allow the cement to cure (according to the manufacturer's instructions) before you install the Ladder or Handrail with the Escutcheons. 8. If you were careful the Escutcheons will cover any "patched" areas.
